The totally certificated amount of waste Electronic and Electronic Appliances (HA) equipments were 3,212,621 sets, including 1,106,719 CRT TVs, 359 LCD TVs, 627,145 refrigerators, 661,369 washing machines, 795,670 air conditioners and 21,359 electric fans from January 1, 2009 to December 31, 2010. The totally certificated amount of waste Information Technology (IT) equipments were 6,123,678 sets, including 2,023,868 CRT and LCD monitors 2,017,111 class A and class B motherboards, 98,124 notebooks, 1,281,190 printers and 703,385 keyboards from January 1, 2009 to December 31, 2010.During the project-executing period, the amount of unqualified waste HA were as follows, 999 CRT TVs, 1,860 refrigerators, 212 washing machines, 326 air conditioners and 36 electric fans. The amount of unqualified waste IT equipments were as follows, 442 CRT monitors, 268 LCD monitors, 1,541 motherboards, 187 notebooks, 282 printers and 358 keyboards. The totally amount of unqualified waste HA equipments and unqualified waste IT equipments were 3,433 sets and 3,078 sets. Prevented to our subsidy of 1,798,329 NT dollars of waste HA equipments and 559,953 NT dollars of waste IT equipments. The total saving was 2,358,282 NT dollars. The calculatedly reasonable production rates (kg/kg) for each subsidized item were as follows, 0.034~0.145% for refrigerant R-11, 0.009%~0.037% for refrigerant R-12, 0.298~0.823% for refrigerant R-22, 0.017~0.023% for TV fluorescent powder, 0.018%~0.028% for monitor fluorescent powder. These could be used as reference for quantitative standard. The project was executed with concept of factory management, well-ruling audit and honest self-report. The real-time CCTV method was necessary for management and regarded as the model of certification in the future. The trial results indicate that the certifications of waste equipments and major components were over-dependent on the auditors. In the future, the education and training have to be strengthened, to enhance the efficiency of self-management of subsidized organization.
